Accelerate project construction and transformation to improve glass industry at present, the development of glass industry in Xingtai presents the following characteristics: first, the transformation from low-end to high-end is closer to the actual experimental conditions. The second is the transformation from the primary glass to the deep processing. Third, from ordinary building glass to energy-saving safety, arts and crafts, advanced manufacturing, electronic optics and new energy glass. However, there are still many factors restricting the development of the glass industry, mainly in the following aspects: first, land constraints. The shortage of land indicators for project construction restricts the project construction. Second, financial constraints. Due to national macro-control and other factors, it is difficult for enterprises to obtain loan support. Third, there is great pressure on environmental protection. Environmental protection treatment under high pressure has reduced the living space of glass enterprises and increased the cost of transformation and upgrading. Fourth, it is difficult to export glass products. China has cancelled the export tax rebate policy for glass products, which has restricted the development of flat glass, but also adversely affected the glass deep processing projects and the export of glass deep processing products. Therefore, it is suggested that:

(I) strengthen the support for the technical transformation and glass deep processing projects of the original glass enterprises. The application fields of glass deep-processing products are becoming wider and wider. It is suggested that the provincial and municipal governments and relevant departments should increase their support for the technical transformation projects of glass raw sheet production enterprises and the projects of glass deep in-situ stripping to prepare polymer/graphene composites, and give more support and help in the project land, fixed asset investment loans, etc

(II) include high-end products such as glass deep processing into the scope of export tax rebate. From the national and provincial levels, we will continue to give preferential export tax rebates to glass deep-processing products, and encourage and guide enterprises to vigorously develop glass deep-processing projects

(III) introduce mandatory energy-saving standards for building glass. It is reported that in China, energy consumption with higher building intensity accounts for 35% of the total energy consumption, while 50% of the building energy consumption is through doors and windows, and the proportion of glass lost in doors and windows accounts for 70%-80%, which fully shows that the application of energy-saving glass is of great significance to energy conservation. At present, most foreign developed countries have formulated relevant building glass energy-saving standards, but China has not issued relevant policies in this field. It is suggested that the mandatory energy-saving standards for building glass should be formulated as soon as possible

(IV) increase subsidies for environmental protection funds. At present, all glass enterprises are required to build desulfurization, denitration and other environmental protection projects. It is preliminarily estimated that more than 800million yuan will be required. The capital gap is large, and the cost of the mobile industry that deviates from the fixed fixture will increase by 20%-30%. We should strengthen financial support for enterprises and projects that are equipped with environmental protection facilities such as desulfurization and denitration, and speed up the pace of transformation to production

(V) strengthen positive reports to ensure the financing needs of production and operation. For industries with excess capacity such as glass, steel and cement, enterprises that meet market access conditions, products meet national standards and market demands, environmental protection and energy consumption meet standards, and production and operation are good, positive reports should be strengthened, negative publicity should be reduced, normal financing needs of enterprises should be guaranteed, and financial institutions should be prevented from arbitrarily withdrawing, reducing and suppressing loans
